The Higher Education Commission (HEC) is conducting a Special Equivalence Examination for Law Graduates of Foreign Universities (SEE-Law 2022) as per directions of the Honorable Supreme Court. The law graduates of foreign universities/ institutions, recognized by the HEC/PBC, are required to pass the Special Equivalence Examination before appearing in Law Graduate Assessment Test (LAW-GAT) which is mandatory to apply to the Bar Council for enrolment as an Advocate.
Online applications are invited from desirous law graduates who have obtained their law degrees from HEC/PBC-recognized foreign universities/institutions. Persons having passed Bachelor's degree or equivalent from a foreign university/ institution recognized by HEC/PBC are eligible to apply. HEC SEE Law Test will be held on August 21, 2022.
Special Equivalence Examination (SEE-Law) 2022
will be held in the following five subjects:
1. Constitution of Pakistan
4. Qanoon-e-Shahadat
2. Civil Procedure Code
5. Specific Relief Act.
3. Criminal Procedure Code
The test will be based on Multiple Choice Questions {MCQs) only. The test will be held on July 04, 2021, tentatively. Any change in the test communicated through www.hec.gov.pk and http://etc.hec.gov.pk
Applicants who register through HEC online registration process will be able to download their Roll Number Slip from http://www.hec.gov.pk and the same shall also be sent to their registered email address a week before the test date. Email/SMS will be sent to the registered applicants for an examination date, time, and venue.
Candidates are required to provide a valid email/mobile number while filling the online application form. A print of the Roll Number Slip and original CNIC will be required to enter in Examination Centre on the test day.

- The test will be conducted in the federal and provincial capitals. Applicants may select an examination center from the list available in the application form.
- The test center once selected will not be changed.
How to Register for HEC SEE Law Test 2022

- In case of any difficulty during online registration, please visit online help hec.gov.pk or visit HEC Secretariat, or contact HEC regional centers for guidance.
- Only online SUBMITTED applications will be considered for SEE-Law Test.
- A test fee of Rs. 5000/- is to be deposited online/ATM in Account No. 01127900567403, Account Title: Higher Education Commission, Bank: Habib Bank Limited, Branch Code: 0112
- Applicants are required to submit original fee deposit slip through courier to Room No- 13-209, 2nd Floor, HRD Building, HEC, H-8Islamabad on or before the last date of registration."
- Please mention your CNIC number at the back of the deposit slip.
- The test fee is non-refundable and non-transferable.
- The last date for SEE-Law 2022 online registration is August 05, 2022.
Other Requirements/Conditions
- A 50% score is required to qualify for the Special Equivalence Examination {SEE -Law).
- Applicants will have to meet other criteria, if any, as per the Rules and Regulations of the Pakistan Bar Council.
- Applicants will have a maximum of three chances to clear the examination. HEC will conduct the examination twice a year, first in February and second in August next year.
