The Higher Education Commission (HEC) has formulated the Graduate Education Policy, which will be effective from the Fall 2023 semester. The HEC policy has relaxed the CGPA conditions for admission, while the policy provides for a more dynamic assessment of the duration of degree completion.
The policy also streamlines the HEC approval process and the HEC requirement of NOC to become a doctoral supervisor, determining faculty alignment and compatibility. The Graduate Education Policy 2023 also recognizes the importance of a rigorous and comprehensive approach to degree attainment and introduces detailed guidelines for conducting comprehensive examinations, preparing doctoral theses, and interpreting equivalence reports.
These guidelines are designed to improve academic standards, promote originality, and uphold the dignity and ethics of research and study in higher education institutions. A key aspect of the new policy is to emphasize the discipline of doctoral research. The policy also defines the roles and responsibilities of supervisors, supervisees, and departments overseeing advanced studies and research. It aims to promote a culture of academic dignity and ethics and to effectively resolve complaints arising during research activities.
