Higher Education Commission Pakistan issues an invitation to Bid Procurement of 100,000 Laptops for youth. The laptops will be distributed amongst the students enrolled in universities and colleges across the country. PM Laptop scheme is being launched again and laptops will be provided on a merit basis.
Special Assistant to the Prime Minister for Youth Affairs Shaza Fatima Khawaja said every year in Pakistan, 2 million new citizens need employment, but there is not enough space in the job market to accommodate all of them. She said that it is unfortunate that 30 percent of the graduates do not get jobs. Therefore, there is a need to enable the graduates to be job providers rather than being employable so that they become entrepreneurs and provide employment to other people.
The Higher Education Commission (HEC), Pakistan invites sealed bids from bidders [original equipment manufacturers (OEMs) along with a local partner or authorized Laptop distributor/Tier-I partner of OEM) for procurement of 100,000 laptops under Prime Minister's Youth Laptops Scheme (Phase-Ill) against two POs as detail mentioned in the RFP.
The bidders should be in relevant business operations in Pakistan for the last three calendar years. The bidders shall be authorized Laptops' Distributor/Tier-I partner of OEM, or OEM itself. The bidders should be registered with Income Tax and Sales Tax Departments and on Active Taxpayers List of the Federal Board of Revenue (FBR).
Bidding documents, containing detailed terms and conditions, etc. are available at HEC website and can also obtained in hard form from Syed Qaim Ali Shah, Deputy Director (IT) @ clashah@hec.gov.pk, HEC, Islamabad from Monday to Friday in working hours 8:00 am to 4:00 pm.
The price of the bidding documents is Rs.10,000/- which can be deposited online in Habib Bank Limited, H-9 Shalimar Branch A/c No. PK38HABB0017427900133401) as per Rule 23(5) of Public Procurement Rules, 2004. The bidding documents can also be downloaded from (www.hec.gov.pk and ppra.org.pk) free of cost, however, to participate in the bidding process, interested bidders will be required to purchase a registered copy from the HEC.
The bidding shall be conducted in line with the 36 (b) Single Stage - Two Envelop procedure of the Public Procurement Rules 2004 and any Regulations. All bids must be accompanied by a Bid Security in the form of a fixed amount of Rs. 150 million in the shape of a Bank Draft/Pay Order. All bids must be accompanied by a Bid Securing Declaration in the format provided in the Bidding Documents.
