Balochistan Announces Fully Funded PhD Scholarships at Top 100 QS Universities

The Government of Balochistan has announced the Chief Minister’s Merit Scholarships for Leading PhD Programs (CMSPP), offering talented students from the province an opportunity to pursue fully funded PhD programmes at some of the world's top universities.

The scholarship programme is being offered through the Balochistan Education Endowment Fund (BEEF) and is aimed at developing a highly qualified pool of researchers and professionals who can contribute to the socio-economic development of Balochistan.

Under the programme, 10 talented candidates will be selected every year to pursue PhD studies at universities ranked among the top 100 in the QS World University Rankings.

Applications are being invited from eligible students from Balochistan for the 2027 academic session.

Scholarship Coverage

The programme will provide comprehensive financial support to selected scholars. The fully funded scholarships will cover:

  • Tuition fees

  • Living allowance

  • Health insurance

  • Airfare

  • Visa processing expenses

The scholarship benefits will be provided subject to the fixed upper ceilings prescribed under the programme.

Fields of Study

The scholarships will cover a wide range of academic disciplines, with priority given to STEM fields.

The distribution of scholarships will be:

  • STEM subjects: 70%

  • Social Sciences, Humanities and Arts: 30%

The programme is designed to give talented students access to leading international academic and research environments while building expertise in areas important for the province's future development.

Eligibility Criteria

Applicants must meet a number of eligibility requirements to qualify for the scholarship.

Candidates must be not more than 40 years old on the closing date of the advertisement.

Applicants must be residents of Balochistan and must possess a valid local certificate and domicile of Balochistan. Their permanent and present addresses on the CNIC must also be in Balochistan. A residence certificate issued by the relevant district administration is also required.

Candidates must have obtained at least 60% marks throughout their academic career. Only one second division is allowed during the academic career, except at the MS/MPhil level.

Permanent or regular faculty members of public-sector teaching or educational institutions and public servants of Pakistan are not eligible for the programme.

Applicants must also have an unconditional and valid offer letter for a PhD programme from a university ranked among the world's top 100 QS universities for the relevant academic session. Applicants will be responsible for fulfilling all admission requirements of the selected university, including language proficiency requirements and visa processing.

Candidates who have previously availed themselves of a foreign PhD scholarship through any national, provincial or donor-funded programme are not eligible to apply.

Selection Process

BEEF will conduct an aptitude test as part of the selection process for scholarship candidates.

Applicants will also be required to provide references from at least two individuals.

Candidates must not have any criminal record to qualify for the scholarship programme.

The scholarship is intended to select high-achieving students who have the academic background, motivation and potential to contribute to Balochistan after gaining advanced qualifications from leading international institutions.

Application Deadline

Interested candidates are required to submit their applications by April 30, 2027.

Students from Balochistan who meet the eligibility criteria can obtain the application form and detailed scholarship guidelines through the Balochistan Education Endowment Fund (BEEF).

The Chief Minister of Balochistan, Sarfraz Bugti, welcomed the launch of the PhD scholarship initiative and said that sending talented young people from Balochistan to leading universities around the world would help transform the province's future.

He said the government's vision was to ensure that Balochistan's youth have access to the world's best educational opportunities and become part of the global academic and research community.

According to the Chief Minister, the scholarships represent new opportunities for knowledge, research and development and are intended to create a highly qualified generation capable of playing a leading role in the socio-economic development of the province.

The programme is therefore being positioned not only as a scholarship initiative but also as a long-term investment in Balochistan's human capital, with the selected scholars expected to contribute to the province's educational, scientific and professional development.
