The Higher Education Commission (HEC) of Pakistan has approved a new policy framework for Dual, Double, and Joint Degree Programs, creating fresh opportunities for academic collaboration between Pakistani and international universities.
The policy is aimed at strengthening higher education partnerships, improving academic quality, and providing students with greater international exposure and flexible learning pathways.
According to HEC, the framework will facilitate cooperation among local universities, foreign higher education institutions, and even departments within the same university through structured and regulated degree arrangements.
What Are Dual, Double and Joint Degree Programs?
Under the newly approved policy, the three degree models will function differently:
Dual Degree Programs
A Dual Degree program will allow students to earn two separate degrees in distinct or closely related disciplines through collaboration between partner institutions.
For example, a student may complete studies in Computer Science and Business Analytics through two linked universities and receive two degrees.
Double Degree Programs
A Double Degree program will enable students to obtain two degrees in the same discipline from collaborating institutions after fulfilling the academic requirements of both programs.
This model is expected to enhance international academic recognition and specialization opportunities.
Joint Degree Programs
In a Joint Degree arrangement, participating institutions will jointly award a single degree to students upon completion of the agreed academic program.
HEC says this model promotes deeper institutional collaboration and integrated curriculum development.
Major Requirements Under the New HEC Policy
The Higher Education Commission has introduced several important conditions to ensure transparency, academic quality, and student protection.
Key requirements include:
- Partner institutions must be recognized by HEC
- Universities must sign formal Memorandums of Understanding (MoUs)
- Relevant statutory approvals will be mandatory
- Institutions must obtain an HEC No Objection Certificate (NOC) before launching programs
- Proper credit mapping and transfer systems must be established
- Universities must clearly define fee structures
- Student protection measures must be included
- Joint curriculum development and quality assurance standards will be compulsory
- Teach-out plans and grievance handling mechanisms must be available
