The Pakistan Medical and Dental Council (PMDC) has introduced financial penalties for medical and dental colleges that violate admission regulations, delay merit lists or fail to meet administrative requirements under its Medical and Dental Admission Policy 2026.
The new rules aim to improve transparency in MBBS and BDS admissions and ensure that institutions follow the council's prescribed procedures and deadlines.
Under the policy, colleges that delay publishing merit lists will face a fine of Rs500,000. An additional Rs50,000 will be charged for every subsequent day of delay.
Institutions admitting students beyond their approved seat allocation will be fined an amount equal to the annual tuition fee for each extra student. The council may also reduce the institution's approved seats by 50% in the following admission session.
Fines for Administrative Violations
The policy specifies the following penalties for failing to meet reporting and administrative deadlines:
| Violation | Penalty |
|---|---|
| Delayed student registration | Rs50,000 per student |
| Late reporting of graduates | Rs75,000 |
| Delay in submitting annual examination results | Rs30,000 |
| Delayed reporting of student transfers or withdrawals | Rs100,000 |
| Violation of rules regarding fees and other charges | Rs200,000 |
| Delay in issuing merit lists | Rs500,000, plus Rs50,000 per additional day |
These penalties are intended to ensure that colleges maintain accurate student records, report academic progress on time and comply with admission and fee regulations.
Medical and dental colleges, universities and students will be required to submit the prescribed information and documents through the PMDC's designated online reporting system.
The requirement is intended to improve record-keeping and make admission-related information easier to monitor.
The policy also reiterates the requirement for a minimum one-year house job for obtaining a full medical licence. Teaching hospitals must submit house job completion certificates to the PMDC within 10 days of completion.
Before imposing a fine, the council must issue a notice to the institution and give it an opportunity to explain its position. Repeated violations may result in further action, including restrictions on new admissions or other legal measures.
Medical and dental colleges should review the 2026 admission policy carefully and ensure that their admission schedules, student records, examination results and reporting procedures comply with PMDC requirements.
