The Pakistan Medical and Dental Council (PMDC) has issued a strict directive to all private medical and dental colleges in Pakistan: they must refund or adjust any tuition fee collected in excess of Rs 1.8 million for MBBS and BDS programs for Session 2025.
This move comes after PMDC officially capped the tuition fee for all private colleges, aiming to make medical and dental education more affordable and transparent for students across the country.
PMDC Fee Refund Policy: Colleges Must Obey or Face Legal Action
As per the PMDC fee refund policy, any amount charged over the Rs 1.8 million limit must either be returned to the students or adjusted against their future fees. The fee cap includes all ancillary charges, such as admission, lab, library, and examination fees.
The council has made it clear: non-compliance will result in legal and disciplinary action. Colleges found violating this policy will be held accountable under the law.
What If a College Wants to Charge More?
If a private college believes it cannot manage within the Rs 1.8 million fee structure, it may apply to charge up to Rs 2.5 million per year. However, this is not automatic. The college must submit:

A formal request to PMDC for approval
Only after PMDC evaluates and approves the request can the higher fee be implemented.
Students Can File Complaints on PMDC Complaint Portal
To protect students from overcharging, PMDC has provided an online Complaint Portal. If a student or parent believes they’ve been charged more than allowed:
