Higher Education Commission (HEC) Islamabad has advised the universities to incorporate the teachings of the Holy Quran including translation, Tafseer, and tajweed as a mandatory requirement for degree completion. The Higher Education Commission issued a Notification on 27-03-2023 in this regard.
Every Muslim student will be required to take this course, however, the course will be non-credited. This course will grade every student after the assessment of the Quran course like the credit of other subjects. The purpose of Tafseer and Translation of the Quran is to study the principles which the Quran came to clarify: The explanation of a perfect set of beliefs with respect to the Creator, and the relationship of man with Allah. It helps in the perfection of personal conduct and good morals.
The notification reads as, The teaching of Holy Quran in Universities is fundamental in providing Muslim youth with a deeper understanding of their faith as well as in preservation and observance of Islamic values, ethics and social justice. In view of its importance and in line with Senate resolution No 533 passed on the 16th of January 2023, all Pakistani universities/ Degree Awarding Institutions are advised to incorporate a course on Holy Quran with Translation, Tafseer, and Tajweed for Muslim students as a mandatory degree award requirement for all undergraduate degree programs with effect from Fall 2023 without making it part of the examination or provision of additional marks. The course shall be non-credited.
A comprehensive compliance report with detailed delivery mechanisms and protocols thereof duly approved by the concerned statutory body of the university/DAI in response to this advisory must be furnished to this office latest by 30 June 2023.
