Lahore: The Punjab Government has decided to introduce a Public-Private Partnership (PPP) model for higher education institutions across the province in an effort to improve educational quality, governance, and institutional performance.
According to official sources, all higher education institutions currently operating under the Punjab Government will gradually be managed under the framework of the Public-Private Partnership Act 2025. The initiative aims to modernize the higher education sector, enhance academic standards, and align educational institutions with the evolving requirements of the modern world.
To oversee the implementation of the new system and ensure compliance with commercial, legal, and financial requirements, the Punjab Government has constituted a 13-member committee headed by the Provincial Finance Minister.
The committee includes the Minister for Law and Parliamentary Affairs, Minister for Higher Education, Chairman Planning and Development Board, Senior Member Board of Revenue, Secretary Higher Education, Secretary Finance, Secretary School Education, Secretary Law and Parliamentary Affairs, Chief Investment Officer of the Punjab Public-Private Partnership Authority, Managing Director of PPRA, Chairperson of the Punjab Higher Education Commission (PHEC), and the Chief Operating Officer of PHEC.
Sources familiar with the development said the government will retain full administrative and financial control of higher education institutions while utilizing private-sector expertise to improve management practices, service delivery, and academic outcomes.
Officials believe the PPP model will help enhance the quality of teaching, strengthen institutional governance, and introduce innovative approaches to higher education management. The initiative is also expected to support infrastructure development and improve the overall learning environment in public-sector colleges and other higher education institutions.
The move is part of the Punjab Government’s broader efforts to reform the education sector and ensure that higher education institutions are equipped to meet contemporary academic, technological, and workforce demands.
Further details regarding the implementation strategy, timeline, and operational framework are expected to be announced after the committee completes its review and recommendations.
