The Sindh government has announced a series of reforms to modernize its scholarship program, including the development of a digital scholarship portal that will allow university students to apply for and manage scholarships through a centralized online system.
The decision was made during a meeting of the Executive Committee of the Board of Trustees of the Sindh Educational Endowment Fund (SEEF) Trust, chaired by Sindh Secretary for College Education Nadeem Memon. The meeting focused on improving transparency, financial management, and expanding educational opportunities for deserving students across the province.
Digital Scholarship Portal to Simplify Applications
A key decision taken during the meeting was the approval of a Smart Scholarship Portal, which will digitize the entire scholarship process. Once operational, the portal is expected to streamline scholarship applications, verification, approval, and record management, making the system more efficient and accessible for students.
Officials have been instructed to prepare a detailed proposal for the online platform and present it to the Board of Trustees for final approval. The government plans to implement the portal during the next phase of the scholarship program.
Review of University Scholarship Seats
The committee also agreed to review the distribution of scholarship seats at universities currently affiliated with the SEEF Trust. The exercise aims to ensure that available funds are utilized more effectively and that a greater number of deserving students can receive financial assistance without increasing overall expenditure.
A separate committee has been formed to analyze the Trust's financial position, expenditure trends, and scholarship allocations. The committee has been tasked with submitting recommendations within one week.
New Institutions to Be Added
The meeting also reviewed requests from additional universities and educational institutions seeking inclusion in the SEEF scholarship network. The government is considering expanding the panel of participating institutions to provide students with access to a wider range of scholarship opportunities.
Stronger Financial Oversight
To strengthen governance, the committee approved the preparation of a comprehensive investment policy for the Trust. A panel of financial experts will develop the policy with the objective of maximizing returns on scholarship funds while ensuring full compliance with government regulations and legal requirements.
The committee also approved the appointment of an independent third-party audit firm for a two-year period beginning with the 2025-26 financial year. The audit firm will be selected through an open and transparent procurement process in accordance with the Sindh Public Procurement Regulatory Authority (SPPRA) rules.
Addressing the meeting, Secretary Nadeem Memon emphasized the importance of maintaining financial discipline, ensuring transparency, and using public funds efficiently. He directed officials to review institutions that place a higher financial burden on the scholarship program so that resources can be redistributed to benefit more deserving students.
The latest reforms reflect the Sindh government's efforts to modernize scholarship administration, improve accountability, and make higher education more accessible for talented students through a transparent and technology-driven system.
